The index is self-described as intending to measure the state of democracy in 167 countries, of which 166 are sovereign statesand 164 are UN member states. The index is based on 60 indicators grouped in five different categories, measuring pluralism, civil libertiesand political culture. The EIU stated that overall, democracy around the world hit an all-time low with the average score of countries sinking to 5.37 from 5.44 the previous year. Almost 70% of countries covered by The Economist Intelligence Unit’s Democracy Index recorded a decline in their overall score, as country after country locked down to protect lives from a novel coronavirus. The global average score fell to its lowest level since the index began in 2006. A map shows the distribution of scores around the world for one indicator in one year. The global score of 5.44 out of ten is the lowest recorded since the index began in 2006. Just 22 countries, home to 430m people, were deemed “full democracies” by the EIU.
